Should I play if I dont have any chances to become GM,IM,NM?
There are plenty of other reasons to play beyond these...
Sure ! It's a very interesting game ! ;-)
If that's the only thing you're interested in and you definitely can't do it, then no. If you like chess for other reasons, then yes.
I don't know why people are so obsessed about such vain things anyway. Play if you like the game. It's a fun game, it's a hobby, it's a community. If you're not enjoying yourself -- you are not playing a game but working a job. So make sure you are having fun before any of the other conditions you set for yourself.

When you draw you has a special opinion about picture! Nobody can judge you in this stuff. There are no ratings. Just personal vision.
Nobody want to be an average (bad) player. Everyone wants be better than he(she) were last year. Then I asked, maybe when i'm trying to be better in chess, i'm just wasting my time. How can I understand when I should stop.
The thing is, if you'd like to do that as a profession and you do not get an IM title, you'll be in no way to support yourself, I think.

If you play for fun, it is fun at any level :)

Does it enhance your enjoyment of game, and life and happiness as a whole? If so, go for it. Life is not all about work, and everyone needs more play.

I mean, anything can be bad if you don't have moderation. If you find yourself analysing chess positions for hours on end every week, you may be an addict. But in general, don't be a shamed of it, I think chess is a positively fun endeavour and one we need more of in a workaholic society.

I play for beauty and excitement in chess.

My first win in otb against a Master was a very exciting moment in my life.
I sac-ed 3 pawns and we got a very messy position in which I trapped the queen of the Master and he resigned.
The tourney organizer was very happy as I beat the top seed, and he gave me a drink.
In the rest of the tourney I lost most other games, but the win made my day.

That's how I like to play chess. I play for that 1 game that gives me joy. Even if the other 99 games are boring, then that 1 game is the reason for me to continue.
It is not about being above average, or getting a higher rating, it is about playing 1 game which gives myself joy.
If you cannot find any joy in playing chess or studying joy, then perhaps it is time to stop and find a new hobby.
